Instead of using limited resources(even if that perception is illusion) to ‘go after the rich’, better spend it to empower that half of the population you currently keep under wraps and bhurkas. Implement souk schools and adult collectives- and your efforts will reap benefits and go much further to aiding in overall happiness and sense of usefulness.
